Visit of Israeli President

President Chaim Herzog of the State of Israel made a state visit to the United States November 9-15, 1987, to meet with President Reagan and other government officials.

Following are remarks made by the two Presidents at the arrival ceremony on November 10.(1)

President Reagan Shalom [hello]. I am very pleased and honored to extend a warm welcome to you, Mr. President, and to Mrs. Herzog on this historic occasion: the first state visit ever by a President of the State of Israel to the White House. Your visit is also a special event, because it takes place during the 40th anniversary year of the independence of the State of Israel. Americans are proud, indeed, that on May 15, 1948, the United States was the first country to extend diplomatic recognition to the State of Israel. Your visit emphasizes the close and special relationship between our two countries.

Modern Israel was born in the aftermath of the tragedy of the holocaust and the calamity of the Second World War. It was created to fulfill the long-standing dream of the Jewish people to return to the home of their biblical origins. This dream came true because of the courage and determination of the Jewish people, both those already resident in Palestine and those who survived the Nazi death camps in Europe. The hopes for freedom, for independence, for an end to centuries of persecution were instilled in the State of Israel.

Israel and the United States have been partners for 40 years. We are brought together by a shared commitment to democracy, to an open society, to individual achievement and economic progress, and …
