NEW DELHI, Aug. 31. THE Economic Resolution adopted by the leading partner in the governing National Democratic Alliance (NDA), the Bharatiya Janata Party (BJP) at its National Council session in Nagpur is long on listing the elements for "the economic reconstruction that the country has embarked on" but sadly short on implementable plan of action to give concrete shape to its lofty policy goals.
For a party that returned to power last October after it had been in the saddle unsteadily, thanks to Ms. Jayalalitha, in the previous 18 months from the first quarter of 1998, it is naive to repeat in a ritualistic fashion that the rank and file of the party should understand that "the prevailing economic situation imposes many economic tasks before" them.
