Page design is a balancing act in two senses.

First, it relates the different elements on a pointed page in a way that at once communicates and looks good. Ideally, the form enhances the communication.

Secondly, as in all design, every element on the page affects the other elements, changing how they are perceived. Layout design is not simply the addition of photographs, text type, display type or artwork. It is a careful balance of all elements involved.
