As Michael Fischer planned to expand the offerings of his Cleveland computer consulting firm so it could distribute software to customers online, he realized he needed a beefed-up connection to the Internet.
But it wouldn't be cheap. One option was for Mr. Fischer to pay up to $1,600 a month to get a faster connection to the Internet. His second choice was to move his 13-employee company, Thinsolutions Inc., from offices on the near West Side to downtown, where he could get the connection for $1,000 less per month but would have to pay much higher rent.
