The debate is getting ugly.

A July 11 referendum in Clearwater about whether to allow a developer to build a $450 million project on the downtown's bluff is pitting neighbor vs. neighbor and business vs. business.

Green "Vote Yes" signs and blue "Vote No" signs pepper. roadsides throughout the city.

The development would include an amphitheater, a botanical garden, a pier with a marina, restaurants and shops, a library, retail space, city hall, a movie theater, condominiums and apartments.
