HONG KONG Some say the new provisions will only lead to fewer, not more, choices. Others point out it is best not to do anything until the new broadcasting legislation is in place. But whatever the criticisms -- and there have been a few -- the Hong Kong government is pressing ahead with its "Open Sky" policy to dish out an unspecified number of new pay TV licenses at the end of this month.

A total of 10 companies had applied for the rights to broadcast via either cable or satellite, including Galaxy Satellite Broadcasting, a joint venture between Star TV and Cable & Wireless HKT, Pacific Digital Media from Taiwan and Turner Broadcasting.
