Foul-up physician refuses to quit child malpractice: Medical association says it's hamstrung in stopping shonky doctor.

YOKOHAMA -- A notorious physician responsible for six cases of childbirth-related malpractice ignored repeated warnings to stay out of the delivery room and is now being sued again after a woman died shortly after giving birth.

Kanagawa prefectural medical association officials say they're powerless to do anything.

"There's a limit to the power our warnings carry," a medical association official said. "The national government that hands out medical practitioner licenses should shoulder the responsibility and do something about it."

Officials at the Ministry of Health and Welfare, however, say they don't know enough about the case to tackle it. …
