Editorial / Pollution policy rethink overdue Yomiuri A mild shudder went through the nation after a decision Monday by the Kobe District Court on a lawsuit filed by a group of residents demanding compensation for damage to their health caused by air pollution in Amagasaki, Hyogo Prefecture. The ruling was epochal in that it held the central government and Hanshin Expressway Public Corporation responsible for ensuring that air pollution does not exceed a set level along National Highway 43 and the Hanshin Expressway.
