Upscale outlet mall is expected to spark more development in city
ALLEN -- The first phase of an upscale outlet mall planned for Allen will open in September, marking the city's entry into the retail mall frenzy sweeping Collin County.
Allen Premium Outlets will eventually include 150 stores filled with "premium" merchants, including fashion designers and name-brand manufacturers.
