What is the biggest challenge to growth for Arizona's high-tech companies?

"Our biggest challenge is capital formation. Forty-three other states have state-supported venture funds to incubate and grow our early-stage companies. Arizona doesn't. We can import a skilled work force, but importing the capital is proving more elusive."
