Insiders predict controversial issues will push reauthorization to next fall or later
Don't expect prompt congressional action next year on legislation reauthorizing the Intermodal Surface Transportation Efficiency Act, industry lobbyists say. The same issue that made it impossible for Congress to pass a multiyear reauthorization bill in 1997 will haunt their efforts next year, along with the additional pressure of an election year. Neither house could agree on how much money to spend on transportation.
