The Chinese are coming. At least that's the impression one gets from the talk shows and the rhetoric of certain politicians and pundits. Stealing American secrets and building up its nuclear capability, China _ with a booming economy and a population of 1.3 billion _ is the peril of the 21st century.

But is a Cold War with China necessary? What or who is driving us toward it? Will we manage to avoid Cold War II?

The basic facts are pretty clear:

_China has 25 to 30 nuclear warheads. The United States has about 8,000 to 10,000. The U.S. Navy and Air Force are so far superior to their Chinese counterparts, we might as well be talking about different …
