WASHINGTON - When Bernstein Cos. and Union Realty Partners said in August they planned to lure high-profile technology companies to a redeveloped warehouse off New York Avenue NE, doubters could be heard snickering in the background.

After all, why would a major business take a chance on an area of D.C. that has not seen any new commercial development in more than 10 years?

No one's laughing now. Qwest Communications International Inc., one of the nation's largest long-distance phone companies, agreed Dec. 15 to lease part of the 1500 Eckington Place NE building. Estimated value of the 20-year deal: $41 million.
