The National Academy of Public Administration's Public Service Panel reviewed the Office of Personnel Management (OPM) proposal to modify the Senior Executive Service (SES) and provided Director Lachance their observations and recommendations. In sharing their comments with The Public Manager, the panel wishes to emphasize that their views don't necessarily reflect those of the academy as a whole. The panel's comments are presented in outline form.
Broad Principles
* In all of the SES Improvement Framework, merit principles prescribed in law should be reaffirmed.
* The senior civil service should be based on competence, not on political affiliation.
* OPM should continue to increase its awareness and knowledge of executive practices in all federal agencies.
