AAEI contests rate hikes in Harmonized System NEW YORK -- The footwear group of the American Association of Exporters and Importers (AAEI) has contested duty rate increases on certain footwear items that have been reclassified in the conversion to the Harmonized System, which is expected to be introduced in Congress in early May. The Harmonized System is expected to become law by the end of this year.
