STATE PROTECTION to former Supt. Cesar O. Mancao II as a key witness to a double murder case will be withdrawn today for refusing to surrender after escaping from National Bureau of Investigation (NBI) custody, Justice Secretary Leila M. de Lima said yesterday.

"I'm poised to sign tomorrow [today] the termination of Mancao's WPP (Witness Protection Program) coverage. [I] need to do it to preserve the integrity of the program," an apparently frustrated Ms. de Lima said in a text message to reporters.
