A report from the EU Commission carried by [the French daily] Le Temps on Tuesday [2 October] has rekindled the debate about the role of institutions in the relations with the European Union. The report was drafted by the External Action Service department responsible for relations with the members of the European Free Trade Association (EFTA), a body regarded as a stronghold of single market orthodoxy within the similarly principled EU Commission.
