PELLEY: But it doesn`t put a dent in the unemployment rate. (BEGIN VIDEO CLIP)

PELLEY: Good evening. Too many unemployed workers chasing too few jobs -- that is the bottom line in today`s report on unemployment from the Labor Department. Hiring did pick up in July with 163,000 jobs created, more than twice as many as June. But that wasn`t enough to keep up with the growing demand, and so, the unemployment rate ticked up a tenth of a point to 8.3 percent. Unemployment has been at eight percent or higher for three and a half years. Nearly 13 million Americans are out of work. Rebecca Jarvis now on the competition for the few jobs available. (BEGIN VIDEOTAPE)

UNIDENTIFIED FEMALE: I applied for seven different jobs just on Monday alone. And I haven`t heard back on any of them. REBECCA JARVIS, CBS CORRESPONDENT: Carol Hardon is 62. She lost her job as an office manager in Cleveland almost two years ago. (on camera): How are you getting by right now?

UNIDENTIFIED FEMALE: I have been a widow for ten years and I get my husband`s Social Security. JARVIS: If you didn`t have access ... UNIDENTIFIED FEMALE: I don`t know where I would be. JARVIS (voice over): She`s among the more than 5 million Americans who have been out of work for at least six months. That`s more than 40 percent of the unemployed. Hardon had a job interview last week. UNIDENTIFIED FEMALE: They will tell you, "Boy, we had 100, 200 applicants for this job." JARVIS (on camera): You hear that during the interview. UNIDENTIFIED FEMALE: All the time. During the interview. JARVIS (voice over): This year the economy has added an average of 150,000 jobs a month, but that barely keeps up with population growth. Economist Mark Zandi. MARK ZANDI: Even under the best of circumstances it`s going to take three, four, five years to really get back to what you might call full employment. JARVIS: 23.5 million Americans are either out of work, working fewer hours, or have given up looking for a job, the most since January. UNIDENTIFIED FEMALE: I sit out with my neighbors.
