The authorities are set to tighten visa procedures for foreign students to prevent abuse. Why were clear-cut guidelines abused in the first place?

NEWS THAT MALAYSIA IS TIGHTENING ITS VISA rocedures for foreign students to prevent abuse comes as a surprise.

Are we to infer that all this while, there were loopholes in the visa application process that has led to the abuse?

If we were to look at the guidelines by the Higher Education Ministry for foreign students to fulfil, they seem quite straightforward. He or she must:
