The Deputy Speaker of Parliament yesterday blocked attempts to debate the fate of Central Bank governor Emmanuel Tumusiime-Mutebile detracting MPs to instead debate the consideration of the new House rules.

Steering the House for the first time since the MPs returned from the Christmas recess, Mr Jacob Oulanyah, said it is prudent for the House to first streamline its rules of procedure before doing any other business.

"We have to use rules of procedure to do this debate and you can't determine the progress of business unless your rules are set," he said.
