NAPIER, New Zealand--The history books will record that Japan will return home from Rugby World Cup 2011 without a win to its name--the fifth straight time the Brave Blossoms have come home empty-handed.

One would like to think that the Japan Rugby Football Union will finally realize that the structure of the sport in Japan is simply not working.
