Sept. 10--WASHINGTON -- Rep. Lois Capps sees a number of things she likes in President Barack Obama's $447 billion jobs-creation package.

Tax credits for companies that hire unemployed workers, lower payroll taxes for Americans, the creation of a new infrastructure bank to finance roads, bridges and other construction projects -- all are ideas that Democrats and Republicans in Congress should be able to get behind, she said. "I call it a first step we can build on," the Santa Barbara Democrat said. Rep. Elton Gallegly, R-Simi Valley, isn't so sure. Obama's focus on helping small businesses is a good thing, he said.
