Aug. 29--PANAMA CITY -- While a city task force is moving forward with plans to co-locate a homeless resource shelter with an emergency special needs shelter, county staff are looking at whether the plans are congruent with the intent of a $1.9 million state allocation they have been asked to pledge to the project. The city's task force is working on a plan that would house offices for social service agencies in a county-owned building that would also serve as the Bay County Health Department's emergency shelter for those with special needs.
