Aug. 26--CALLAWAY -- The Callaway City Commission is considering a budget that would increase property tax rates to allow funds to be stashed away for a rainy day. Make that a rainier day. Like most municipal governments, Callaway has seen decreased revenues as a result of the recession, said City Manager Judy Whitis. "We've been careful always with the budget," she said. Still, the city recognizes times might not get better soon. The proposed budget for the 2011-2012 fiscal year includes a projected revenue increase of 2.8 percent over the current fiscal year and a decrease in expenses of 5.2 percent.
