July 31--PANAMA CITY -- If Cecily Parker's volunteer hours with the Bay County Health Department were converted to hourly pay, she'd earn more than $250,000. Parker, who was honored for her years of service last month, began volunteering with the health department in February 1997 after the death of her husband. She normally averages 16 hours per week but often can be seen working in the "fish bowl" in the administrative office, filling in for other employees.
