This newspaper carried a little story on one of its inner pages about a week ago. 'Mayor sues council for reducing his pay,' the headline read. The setting is that beautiful place called Fort Portal - quaint hills, clean and crisp air. No matter.

Mayor Asaba Ruyonga sued his own council for illegally cutting his monthly allowances from Shs4.9 million to Shs2.8 million. The councillors say the mayor is earning way more than his counterparts in other municipalities. Besides, the man is not delivering services effectively.
