Why hasn't the Chinese Communist Party come out in Hong Kong? Probably because it would mean revealing too many things. Members most likely discussed how it might function in Hong Kong post 1997, when China regained sovereignty from Britain. Xu Jiatun, the head of the New China News Agency (Xinhua) between 1983 and 1989 - who was also head of the party in Hong Kong - noted in his 1993 autobiography that the party "should exist openly" …
