June 30--ST. LOUIS -- Sewer bills are in line for big increases to cover a $4.7 billion, 23-year plan to stop sewage from bubbling into the area's rivers and streams. The Metropolitan St. Louis Sewer District board voted Wednesday to adopt the ambitious and expensive plan, outlined in a consent decree that MSD worked out with the U.S. Environmental Protection Agency. The federal agency had filed suit in U.S. District Court in 2007 to force compliance with the Clean Water Act of 1972. MSD is proposing to raise sewer charges about 13 percent annually through 2015 to begin paying for the to-do list. The plan before MSD's rate commission, which recommends to the board, would boost the average monthly residential cost of $27.65 up to $47.05 by 2015. (Rates already …
