June 29--PANAMA CITY -- Commissioner John Kady said it did not take much time on the City Commission to become a veteran of the downtown vagrancy issue. Among the lessons he said he learned is that the best way to combat problems associated with the homeless men and women who call the area home is through enforcement of laws. Other solutions, he said, have not been as effective as the increased police presence in the area.
