Health workers are vital assets in the delivery of health services. In addition to the constant outflow of skilled professionals leaving the country for better prospects abroad, Uganda has a shortage of health workers arising from insufficient training capacity, low remuneration and poor working conditions in the public and private- not- for-profit sectors, making it difficult for the sectors to recruit and retain staff. As such, the few available health personnel have to bear extra responsibilities.
