Moscow, 27 April: Nonstrategic nuclear weapons as a factor of ensuring security have a much greater significance for Russia, than they do for the USA, and this will definitely have to be taken into account in future bilateral talks on control over this type of weapons, the chairman of the Nonproliferation Problems programme of the Carnegie Moscow Centre, Aleksey Arbatov, believes.
