Improving literacy and numeracy rates are very important. If a child has a good grasp of basic literacy and numeracy skills early in life, there will be less likelihood of them dropping out of school. In 2008, almost 32,000 students dropped out of school at various stages of their education life.

Being literate and numerate will enable our children to be more productive and able to fully participate in various communal activities.

In ensuring pupils without learning disabilities acquire basic literacy (in Bahasa Malaysia) and mathematics skills by Year Four, the Education NKRA has mooted the Literacy and Numeracy (LINUS) programme.
