GPs should ignore the DoH's first draft of consortia functions, according to the GPC.
The DoH document does not have the committee's approval and contains a number of 'worrying duties' for GP commissioners, said GPC negotiators.
GPC chairman Dr Laurence Buckman said he was 'particularly exercised' by a duty to 'cooperate with the government' set out in the guidance.
The DoH revealed its list of consortia functions earlier this month in the form of a 'working document'. It was signed by representatives from the RCGP, the NHS Alliance and the National Association of Primary Care.
