In unusually candid remarks, Land, Infrastructure, Transport and Tourism Minister Akihiro Ohata said Tuesday that the ruling Democratic Party of Japan's pledge to make all expressways toll-free might have to be reviewed.
Speaking to reporters after a Cabinet meeting Tuesday, Ohata said: " is ranked in the top three [of the DPJ's pledges made in the 2009 House of Representative election] that should be reviewed. Considering the public's opinion [against the toll-free policy], I'd like to be clear on which way we should go."
