PARLIAMENT on February 1, 2011 debated and passed the Institution of Traditional or Cultural Leaders Bill, 2010. At the beginning of the proceedings, there was a heated argument among MPs, with a number calling for a delay of the debate on the Bill.

Mubende woman MP Sylvia Namabidde, citing rule 177(1) of the Rules of Procedure, argued that debate could only take place three days after the parliamentary committee had presented its report on the Bill. Also some MPs questioned the urgency of debating the Bill.
