Japan says Russian minister's island visit "quite regrettable".

Vladivostok, Russia, Jan. 31 Kyodo - A Russian government delegation led by Regional Development Minister Victor Basargin on Monday visited Kunashiri Island, one of four Russian-held islands off Hokkaido claimed by Japan.

Under the instruction of Russian President Dmitry Medvedev, the delegation is expected to inspect infrastructure development there and plans to visit Etorufu Island, another of the four, on Tuesday.

The visit comes ahead of Japanese Foreign Minister Seiji Maehara's planned visit to Russia in February.
