SECURITY PERSONNEL at the Land Transportation Office (LTO) were ordered the night before not to interfere in the attempted takeover of the agencys information technology (IT) service provider Stradcom Corp. last month.

The attempted takeover of Stradcoms offices in the LTO compound in Quezon City resulted in the paralysis of LTO operations which rely heavily on Stradcoms database of registered cars and drivers license holders.

In a report to the Department of Justice (DOJ) and National Bureau of Investigation (NBI) panel probing the incident, Urduja Security Services Inc. said LTO head Virginia Torres ordered its personnel not to …
