HALDIA, 28 DEC: It's said better late than never. It seems at long last the state disaster management department has woken up. For it has come up with a fresh initiative to stop overloading of ferries. It has also issued a directive making availability of two life jackets on each boat mandatory.

The move comes close on the heels of the Governor Mr MK Narayanan asking the state government to submit a status report on waterways transport in Bengal following the trawler tragedy near Ghoramara Island in the Bay of Bengal on 30 October.
