Oct. 19--TUPELO -- Property owner Tim Hester has submitted an application to demolish the historic Mill Village house at the center of his current woes with the city. But if the vacant structure isn't completely rotted, he said, he wants to restore it. The application, filed Friday in the municipal permit office, states that the one-story rental house at 480 S. Green St. is beyond repair and needs to be torn down.

The application now goes to the city's Historic Preservation Commission, which will decide whether to grant Hester's request or require him to repair the structure. Because the house is within a local historic district, …
