Mikhail Fedotov's appointment as chairman of the president's Council for Promoting the Development of the Institutions of Civil Society and Human Rights is not a banal step by Kremlin selectors. They had been set a difficult task as a result of Ella Pamfilova's resignation to gloating rejoicing on the part of young people at court. Her successor must guard the council against a mass exodus of human rights campaigners and, at the same time, not irritate high-ranking bureaucrats. From these viewpoints Fedotov's candidacy is a felicitous choice. …
