NEW DELHI, 30 AUG: The unabated spree of atrocities against scheduled castes and scheduled tribes is a matter of shame even as the states are not taking the cases seriously nor doing enough to bring down the rate, the home minister, Mr P Chidambaram, said in the Lok Sabha today.
