IT IS becoming clear why the Metropolitan Waterworks and Sewerage System (MWSS) has ignored a proposal by a developer to harness Wawa Dam in nearby Montalban to add to the water supply of thirsty Metro Manila at no cost to the government. Officials of the water agency were so busy feathering their nests and giving themselves all sorts of allowances and bonuses that they forgot to do what they were there for: to provide water to the people.
