Text of unattributed news item headlined "Latest news on volunteers to leave the capital; exit of 106 firms from Tehran" published by Iranian newspaper Hemayat on 20 July 2010

The vice president for managing development and human capital announced: "Ten distinct programmes have been drawn up for transforming [tahavvol] the administrative system in the country. Among these, the issue of electronic government [as published], decentralisation, fairness in recruitment and enhancing human resources are the most important aspects of those ten programmes." At the same time, he added: "The situation of those who have volunteered to be transferred from Tehran will be clarified by the end of the month of Mordad of the current year [Iranian month starting at 23 of July]."
