MY daughter sat for the Sijil Pelajaran Malaysia examination last year and obtained 12As (combination of A+, A and A-). She was confident that she could further her studies either through scholarships from the Public Service Department or government-linked companies, or doing foundation courses at local universities, as she was also active in co-curricular activities and had represented her school in state- and national-level competitions.

However, my daughter's dreams were shattered when she failed to obtain a scholarship and her application to do matriculation was rejected.

She appealed to the Higher Education Ministry but was unsuccessful. …
