'Cut-rate' industrial plan set to fail Mittal Unless government spends big money, it 'may as well not bother' Political Correspondent CAPE TOWN ArcelorMittal, one of SA's biggest industrial concerns, fired a broadside at the government's industrial policy action plan yesterday, warning it risked failure by being short-changed by too little state funding.

The steel giant also rejected the government's claim that high steel prices were to blame for the slow growth of steel-consuming industries as lacking substance.
