Efforts to form savings institutions up-country are impeded by the distance to Kampala for accreditation, Arua youth have said.

The youth, meeting at the district headquarters last week, said it was costly and tedious for up-country people to visit Kampala for registration.

Under the current law, the registrar of all co-operatives in the country is the commissioner of co-operatives, at the trade ministry in Kampala.

The participants, who gathered to discuss the formation of the first youth SACCO in the region, also noted that besides the transport costs, bureaucracy at the commissioner's office was another hindering factor. …
