A WORSENING narcotics menace and the state of emergency declared in some Mindanao areas top the Cabinet's agenda at the presidential guest house in Baguio City tomorrow.
Cabinet Secretary Silvestre H. Bello said the Palace has recognized the narcotics trade as "alarming" after authorities seized sizable amounts of shabu (methamphetamine hydrochloride) and cocaine in Aurora and Eastern Samar, respectively, last week.
