EPA has released the agency's final rule establishing that greenhouse gas (GHG) emissions constitute an "endangerment" of public health. The agency's progress on the endangerment finding has galvanized industry representatives who say that approach is by far the least effective way to regulate GHG emissions (p.10). EPA's release of the final endangerment finding coincided with the opening day of the United Nations Copenhagen meeting on climate change.

EPA regulation of U.S. industrial facilities, power plants and commercial establishments could begin as early as March 31, 2010. ACC member companies would be significantly affected, as they would be required to apply for permits …
