MIAMI Cuba and piracy -- always sure to press hot buttons -- were the recurring themes of Midem's second annual Latin America and Caribbean music convention, which ended Aug. 28 in Miami.

Even so, the overall mood of the four-day confab was upbeat, with estimated attendance up 30% on last year's event and full houses at most live events.

Midem prexy Xavier Roy promised to bring the event back to Miami next year -- when it will expand to embrace the whole spectrum of music from the Americas.

Ironically, State Dept. foot-dragging over visas resulted in increased exposure for the Cubans. Half of the island's contingent was not admitted to the U.S. …
