Bruce Wilkinson, the perennial savior of big but struggling public companies, will now try his hand at creating a new one from scratch.

Wilkinson has teamed up with two former top executives of Sanifill Inc. and USA Waste Services Inc. to launch a Houston-based rollup of nine chemical distribution companies.

Chemical Logistics Corp. filed this week with the U.S. Securities and Exchange Commission to raise an estimated $40 million in an initial public offering.

Lorne D. Bain, former chairman and CEO of Sanifill, is heading up the consolidation play. For now, Bain is president of the company but will step down when the roll-up offering is complete. …
